Public open spaces are cleaner but mostly vandalised in the Cape Flats due to lack of community taking ownership of the available resources. Updated public libraries, Libode in the Transkie does not have a single Public Library when the DA governed City of Cape Town opened the 6th public library in Khayelitsha last year. Health clinics are better than they were before but still a lot of room for improvements. Public roads are in better shape than most towns in this country. Housing delivery is doubled every single financial year. More services for the more than 200 informal settlements, room for improvement but there is a noticeable difference in terms of the provision of services according to the National Housing Code. I just wish that the people would stop stealing the cables on street lights because the municipality spends more money on fixing things than building new stuff. The municipality is busy replacing stolen cables on the dark Mew Way road and parts of Landsdowne road. Drove pass Hindle road in Delft and the pavements are getting a facelift, hope they use tar instead of the red paving bricks because in Delft they will disappear like the plants that went missing at the Nelson Mandela Peace Park. The communities somehow have to learn to take responsibility for all the resources that are provided by the state but perhaps the municipality has not built real meaningful partnerships with the communities. The municipality spends its budget doing what it is mean for; the clean audits are testimony to that. Five years in a row, the City of Cape Town received clean audits from the Auditor General meaning the money was not spent on incompetent comrades. That is a corruption free term. I stand to be corrected but I believe that is a first for a Metropolitan municipality in this country. If the Democratic Alliance can deliver a corruption free term, why can't the ANC do that in other metros? When a municipality cannot account for public funds, it means that they cannot explain what they did with the money that was meant to be used for service delivery. Now the municipalities that fail to account for funds, should not get any grants from National Government because they have proved that they do not know how to spend public funds responsibly so why give them more money to misuse? And we have the opposition in Cape Town (ANC) complaining about funds being returned to treasury by the DA run metro, well they forget that in February this year, Tokyo Sexwale's Department gave municipalities cash injections. Now if the cash injection comes just when the municipality is approaching the close of its financial year, it means that the municipality cannot spend that money as there is not enough time to do so. It can take as much as 18 months to get a project approved in Cape Town so if the money comes in February and the financial year ends on the 30th June then the municipality has very little time to spend that money. Had the funds been given to the municipality at the beginning of the financial year, they would have all been spent just like the municipality spends all its grants. Giving municipality money when it's approaching the end of the financial year, you are setting that municipality up to fail because you also want that municipality to spend the money responsibly and that requires proper planning.
